Caroline CLARINVAL

Caroline has been head of the WHO Country Office in Romania since August 2022. Previously, she headed the WHO Kazakhstan Country Office and managed WHO emergency operations in Ukraine. As WHO Regional Advisor for Emergency Response and Operations, Caroline has supported 14 countries and territories in the Middle East region in responding to health emergencies, including in Iraq, Yemen, Syria, Libya and Somalia. With a decade of experience with the International Committee of the Red Cross, she has assisted conflict-affected populations, coordinating large-scale relief operations in Africa, Asia and the Middle East.

While working for the Swiss Federal Office of Public Health, Caroline was responsible for the national strategy on rare diseases and was a Member State delegate to the WHO. She holds a PhD in Biomedical Ethics and Law, as well as Masters in Public Health and Human Rights. She teaches Biomedical Ethics and Humanitarian Ethics at the Massachusetts Institute of Technology (MIT) in Boston, the London School of Hygiene and Tropical Medicine, King's College London and the University of Zurich.

Meir Givon

Dr. Ionuț Nistor

Dr. Ionuț Nistor is a distinguished consultant in nephrology, researcher and associate professor at the Faculty of Medicine, University of Medicine and Pharmacy (UMF) Iași, where he currently holds the position of prodecan. His expertise covers clinical nephrology, dialysis and research methodology and he plays a key role at the University Hospital "Dr. C. I. Parhon", managing complex dialysis treatments for patients with acute and chronic kidney diseases.

Dr. Nistor's contributions to nephrology extend into research and academia, where he has authored 26 clinical practice guidelines, supported by his experience as an ERA/ERBP fellow and member of the ERBP methods support team. His commitment to evidence-based medicine is reflected in his doctoral research at Ghent University, Belgium, where he focused on developing guidelines for patients with multimorbidities. In addition, his training at the Renal Cochrane Center in Sydney formed the basis of his extensive work in systematic reviews, including contributions to the Romanian Cochrane Center, now a 2020 Affiliate Center.

With over 121 published scientific articles, Dr. Nistor is a prominent figure in the nephrology community in Romania and is actively involved in national and international conferences. His innovative work includes leading the MAVIS Innovation and Technology Transfer Center of UMF Iași, promoting advances in artificial intelligence and medical technologies. His recent initiatives include the organization of one of the first hackathons in the field of nephrology, which highlights his avant-garde approach to merging technology and medical science.

Prof. Dr. Ovidiu COTOI

Prof. Cotoi is a respected specialist in medicine and pathological anatomy with extensive academic and professional experience. He is professor at the University of Medicine, Pharmacy, Science and Technology "George Emil Palade" in Târgu Mureș (UMFST), having made important contributions to medical research and education. Throughout his career, he has published numerous papers in his field of expertise and actively participated in national and international research projects. In his clinical and academic work, Prof. Cotoi stands out for his involvement in the development and promotion of modern medical standards.

Moshe DUNIE

Moshe Dunie is an American-Israeli executive and investor, known for his leadership roles at Microsoft between 1988 and 1999, culminating as Vice President of the Windows Division. During this period, he was responsible for the Windows NT 3.1, NT 3.5, NT 3.51 and NT 4.0 releases, working with Dave Cutler. Subsequently, as Vice President of the Windows Operating Systems Division, he led the teams that delivered Windows 98 and brought Windows 2000 to final beta. Moshe Dunie is currently CEO and founder of Dunie Investments & Consulting and a member of the Board of Governors of the Technion Institute of Technology in Israel.

Adrian Victor VEVERA

Adrian Victor Vevera is the Director General of the National Institute for Research and Development in Informatics (ICI Bucharest), where he leads research and development activities in the field of information and communication technology. He also holds the position of President of the Institute's Board of Directors.

With extensive experience in cybersecurity and critical infrastructure protection, Adrian Victor Vevera was elected, in September 2023, Vice President of the International Council for Information Technology in Government Administration (ICA), reflecting the international recognition of his contributions in the field.

Alexandru Scafa UDRIȘTE

Dr. Alexandru Scafa-Udriște is a lecturer at the University of Medicine and Pharmacy "Carol Davila" in Bucharest, in the Department of Cardio-Thoracic Pathology.

He also serves as Director of the university's Innovation and Research Center, coordinating research and development activities in the medical field.

With a vast experience in cardiology, Dr. Scafa-Udriște has contributed significantly to the literature, publishing numerous articles and studies in international journals. Her areas of interest include cardiac resynchronization therapy and left atrial remodeling, as well as the management of resistant hypertension.

Vasile RUSCOVAN

Vasile Ruscovan is the Managing Director of Kapamed International, a Cluj-based company specialized in providing integrated products and solutions for healthcare logistics. With extensive experience in the healthcare sector, he promotes the implementation of advanced technologies in hospitals in Romania, emphasizing the importance of smart medical logistics to improve hospital infrastructure and the quality of care.

George HABER

George Haber is a Romanian-American entrepreneur, originally from Oradea, known for his significant contributions to the Silicon Valley technology industry. He immigrated to Israel after high school and studied at the Technion Institute of Technology in Haifa. He later moved to the United States, where he founded and led several successful technology companies.

Currently, George Haber is the founder and CEO of ZenAiOS, an innovative platform that integrates artificial intelligence in the healthcare sector. ZenAiOS works with hospitals, including Oradea County Hospital, to implement AI solutions aimed at improving the efficiency and quality of healthcare services.

Mihnea COSTOIU

Mihnea Costoiu has been rector of the Polytechnic University of Bucharest (UPB) since 2012, having been re-elected for the 2016-2020 and 2020-2024 terms. A graduate of UPB, specializing in economic engineering, and of the National Defense College, he has held positions such as Secretary General and Secretary of State in the Ministry of Education. Between 2012 and 2014, he was Minister Delegate for Higher Education, Scientific Research and Technological Development.

Iulian ALECU

Iulian Alecu is a Romanian cybersecurity specialist with over 13 years of experience in the field. He served as Deputy Director General of the National Cyber Security Directorate (DNSC) between 2021 and 2022, after previously serving as Deputy Director General of CERT-RO between 2018 and 2021. During Romania's presidency of the Council of the European Union, he held the role of Chair of the NIS Cooperation Group at the European Commission.

Currently, Iulian Alecu is Strategic Business Developer at Safetech Innovations S.A., where he contributes to the development of cybersecurity solutions and compliance with European directives in the field.

He is also involved in educational activities as a member of the CyberLearning Academy team.

Dr. Irit Idan

Dr. Irit Idan was Executive Vice President for Research and Development (R&D) at Rafael Advanced Defense Systems, one of Israel's leading defense technology companies. With over 27 years of experience at Rafael, she was instrumental in the development of advanced defense technologies, including AI systems such as Iron Dome and Windbreaker.

Currently, Dr. Idan is an investment advisor for SoftBank Investment Advisers, supporting technology investments in Israel. She holds a PhD in astrophysics from the Technion Institute of Technology in Israel and has been recognized for her contributions to aerospace science with the Amelia Earhart Fellowship Award from Zonta International.

Mihai Matei

Mihai Matei holds the position of Vice President of the Employers' Confederation Concordia and is a member of the board of the Employers' Association of the Software and Services Industry (ANIS). With a degree in Automatics and Computers from the Polytechnic University of Bucharest, he founded Essensys Software in 2005, where he is CEO. With over two decades in IT, he initiated the first national guide for public software procurement and is civically involved through Geeks for Democracy, coordinating the Democracy Fund and other civic initiatives.

Dr. Șerban Drăgoșloveanu

Dr. Șerban Drăgoșloveanu is an assistant professor at the University of Medicine and Pharmacy "Carol Davila" in Bucharest and manager of Foișor Hospital in Bucharest, with a career focused on research and medical practice. His work includes numerous publications and participation in research projects, contributing to the development of innovations in the medical field.
Actively involved in education and in the implementation of modern standards of care, Dr. Drăgoșloveanu dedicates his efforts both to training new generations of physicians and to improving the medical services offered to patients.

Claudiu Pândaru

Claudiu Pândaru is a Romanian journalist with over 20 years of media experience and a passionate tech entrepreneur. He is the co-founder of Parol.app, a medtech app launching in 2021 that facilitates medical consultations through AI technology. Parol transcribes real-time conversations between doctors and patients and automates medical documentation, simplifying administrative work for healthcare professionals.

John Brennan

John Brennan brings over 30 years of diversified experience in the health sector, with roles in large and small companies, semi-state bodies and the European Commission.

John joined Medtronic in 2018, where he served as Vice President of Regulatory Affairs, Quality and Government Affairs for the EMEA region and most recently led the Government Affairs team in Western Europe.

Prior to joining Medtronic, John held leadership roles in supporting innovation and health legislative policy advocacy at the European level in Brussels. He was Secretary General of the European biotechnology industry association, EuropaBio, and prior to that, Director of Regulatory Affairs and Industry Policy at the European medical technology industry association, MedTech Europe.
Prior to MedTech Europe, John worked as an official in the European Commission's Medical Devices Unit, responsible for medical device regulation in Europe.

Prior to coming to Brussels, John was a manager with the National Standards Authority of Ireland (NSAI) where he managed the Irish Notified Body. He began his career in industry with five years' experience in in vitro diagnostics, pharmaceuticals and medical devices.

John has a Bachelor of Science degree from Dublin, Ireland, and postgraduate degrees in quality control and environmental engineering.

Prof. Dr. Dan Longrois

Prof. Dr. Dan Longrois is a specialist in anaesthesia and intensive care, currently working at the Bichat-Claude Bernard Hospital, part of the Assistance Publique-Hôpitaux de Paris (AP-HP) network in Paris, France, since 2008. Prof. Longrois received his medical degree and PhD in cardiovascular pharmacology from the University of Paris VI and completed a postdoctoral fellowship at the Cardiovascular Division of Brigham and Women's Hospital, affiliated with Harvard Medical School, Boston, USA.

His professional experience includes heading the Departments of Anesthesia and Intensive Care in Nancy, France, and the presidency of the French Society of Perfusion. He has also been actively involved in the European Society of Anesthesiology (ESA), where he has held council positions and was President of the National Anesthesiology Societies Committee (NASC). His research focuses on mechanisms of inflammation in shock states, cardiovascular monitoring and the interaction between perioperative stress and inflammation.

Hanan Altif

Hanan Altif, Channel Director EMEA at Cynerio since February 2023, brings extensive channel management experience in the areas of technology and cybersecurity. With a career spanning more than two decades, Hanan has held key roles including EMEA Channel Director at CybeReady and EMEA & APJ Channel Director at Infinidat, where he implemented strategic partner programs and coordinated growth initiatives. Previously, Hanan worked at VMware and Hewlett-Packard, developing partnerships and expanding market presence.

Rami Teplitskiy

Rami Teplitskiy is Deputy Chief of Mission of the State of Israel in Romania. In this position, he coordinates the diplomatic, cultural and academic relations of the Embassy, actively contributing to the strengthening of partnerships between Israel and Romania. Involved in various bilateral initiatives, Rami Teplitskiy supports collaborative projects in areas such as technological research and innovation, emphasizing the development of strong economic and academic relations.

Dr. Stefan Busnatu

Dr. Ștefan Busnatu is a primary cardiologist, PhD in medical sciences, working in the Cardiology Clinic of the "Bagdasar Arseni" Emergency Hospital. In addition to his clinical activity, he is Pro-rector of the University of Medicine and Pharmacy "Carol Davila" in Bucharest and member of the secondary prevention and recovery section of the European Association of Preventive Cardiology, part of the European Society of Cardiology.

Actively involved in international research and education projects, Dr. Busnatu makes a significant contribution to the prevention and management of cardiovascular disease. Prof. Dr. Șerban Bubenek

Prof. Dr. Șerban-Ion Bubenek-Turconi, an expert in cardiovascular anesthesia, heads the Department 1 of Cardiovascular Anesthesia and Intensive Care at the Emergency Institute for Cardiovascular Diseases "Prof. Dr. C. C. C. Iliescu" in Bucharest. He has held important positions, including Medical Director and General Manager of the Institute and is currently Professor at "Carol Davila" University.

He is a former board member and NASC President of the European Society of Anesthesia and Intensive Care and leads the Romanian Society of Anesthesia and Intensive Care. He has published 25 books and 145 articles, with expertise in perioperative care, intensive care infections and advanced life support techniques.

Dr. Patriciu Achimaș-Cadariu

Patriciu Achimaș-Cadariu is an expert in the field of gynecology and oncological surgery, working as a primary care physician at the Oncological Institute "Prof. Dr. Ion Chiricuță" in Cluj-Napoca since 2017 and as a professor at the University of Medicine and Pharmacy "Iuliu Hațieganu" in Cluj-Napoca. Politically, he is a Member of the Chamber of Deputies of the Romanian Parliament and Secretary of the Health and Family Commission since 2020, with other responsibilities at parliamentary level.

He previously held the position of Minister of Health and managerial roles at the Oncology Institute in Cluj. He is involved in prestigious academic and medical committees and has coordinated education and research activities in collaboration with international universities, including Ulm University in Germany.

With extensive clinical experience, Patriciu Achimaș-Cadariu has performed more than 8,000 surgeries and contributed to innovative initiatives in oncology, such as the establishment of a Center for Oncological Psychology.

Cristina Berteanu

Cristina Berteanu is the Secretary General of the Romanian Society of Regional Anesthesia, with more than eight years of experience in organizing practical courses in regional anesthesia and congresses with international participation. She has a PhD in medical sciences and postdoctoral studies, with extensive experience in medical management at the Bagdasar-Arseni University Emergency Hospital.

As an advisor to the Minister of Health, he contributed significantly to health initiatives and coordinated the opening of six Neolife medical centers in Bucharest, Iași, Brașov, Vâlcea and Brăila in the last ten years.

Prof. Dr. Vincent NAULT

During a long academic journey at the University of Sherbrooke, from a bachelor's degree in computer science to a PhD in clinical sciences, Vincent co-founded Lumed in 2012. Asist. Univ. Dr. Alexandru Florin Rogobete

Asist. Univ. Dr. Alexandru Florin Rogobete holds the position of Secretary of State at the Ministry of Health of Romania and is an assistant professor at the Department of Anesthesiology and Intensive Care at the University of Medicine and Pharmacy "Victor Babes" in Timisoara.

Raluca Painter

Previously, Raluca worked for 13 years in banking and financial services policy at Directorate General for Financial Stability, Financial Services and Capital Markets Union (DG FISMA) of the European Commission. She held important roles, including Deputy and Acting Head of the Communication Unit in DG FISMA, working on the Banking Union, a key policy that helped restore financial stability after the financial crisis by establishing a new institutional architecture for the management of euro area banks.

She was also team leader for the Capital Markets Union initiative.

Raluca Painter is a lawyer, member of the Paris Bar, and joined the European Commission in February 2008. In addition to her professional achievements, she is known for her commitment to promoting innovation and equity in health and social services.

Professor Alon Wolf, PhD

Professor Alon Wolf is a renowned expert in the field of biomedical engineering and robotics, currently serving as Dean of the Faculty of Mechanical Engineering at the Technion - Israel Institute of Technology.

He is also founder and director of Biorobotics and Biomechanics Laboratory (BRML) at the Technion, where he has led the development of ground-breaking innovations, including 'snake' robots used for urban rescue and minimally invasive surgical procedures.

His laboratory at Technion has been internationally recognized and has been visited by world leaders, including US President Barack Obama and French President Nicolas Sarkozy, who were impressed by the advanced technologies developed here.

Professor Wolf is co-founder of MedRoboticsa medical technology company that has developed the Flex Robotic System, a snake robot for surgery. It has received FDA approval and is recognized for significantly reducing post-operative recovery time.

Dr. Michal Guindy

Rui Gomes

Rui Gomes is Director of the Information Systems Department at the University Hospital of Coimbra, Portugal, where he plays a key role in the management and development of the IT infrastructure to improve healthcare services. Professor Rafael Beyar, PhD

Professor Rafael Beyar is an internationally renowned Israeli physician, researcher and entrepreneur, known for his innovative contributions in interventional cardiology and medical imaging, as well as for his leadership role in the development of advanced medical technologies.

Former Director General of Rambam Medical Center in Haifa, Professor Beyar was instrumental in transforming it into a world-class center of excellence and innovation.
