Mircea Crețu Stancu is a bioinformatician with a Ph.D. in human genetics and extensive experience in computer science and machine learning. He is currently a Senior Researcher at the National Institute of Genomic Research and an assistant professor at Carol Davila University of Medicine and Pharmacy, where he promotes innovation in genomics, multi-omic integration, and personalized medicine based on artificial intelligence.
Răzvan Marinescu is a professor at the University of California, Santa Cruz, in the Department of Computer Science and Engineering. His expertise spans machine learning, artificial intelligence, probabilistic reasoning, and generative models, with applied research in medical image analysis, molecular simulations, and machine learning for scientific computing. His work bridges state-of-the-art artificial intelligence techniques with applications in biology and medicine.
Maciej Jarzab – Co-founder and CEO of Braight AI Technologies, founder of QurieGen BV, and Venture Partner at Lighthouse Ventures. With a background in consulting, banking, and venture capital, Maciej combines strategic vision with extensive industry expertise. He has helped numerous startups in the pharmaceutical and medical industries grow and exceed investor expectations.

Dragoș-Cristian Vlad is the president of the Romanian Authority for Digitalization, leading initiatives to modernize public services and drive digital transformation in Romania. With extensive experience in technology policy and innovation, he focuses on implementing strategic digital solutions that enhance efficiency, transparency, and citizen engagement in the healthcare sector and beyond.
Tudor Cosăceanu is UiPath’s Regional Vice President and an expert in medical technology with extensive experience in digital health, telemedicine, and innovation management. He has been involved in implementing state-of-the-art solutions that improve patient care, optimize clinical workflows, and support hospital management in integrating new technologies.
Eliana Valle is an EMEA Medical Advisor at Abbott, specializing in digital health solutions. With extensive experience in integrating digital technologies into healthcare systems, Dr. Valle emphasizes the importance of digital tools in various medical settings, particularly in emergency departments, where challenges include an aging population, rising rates of chronic diseases, and a shortage of staff.

Ioan-Florin Crăciun has been the General Director of the Târgu Mureș County Emergency Clinical Hospital since January 2024, having previously served as the hospital’s Chief Financial Officer. From 2021 to 2023, he was the Director of Finance at the Târgu Mureș City Hall.
With over seven years of experience in financial management at public hospitals, he scored 9.31 in the management competition for the 2024–2028 term, with a project focused on improving the hospital’s clinical and financial performance.
Dr. Ovidiu Gîrbovan is the General Director of the Mureș County Clinical Hospital, with extensive experience in hospital administration and the management of large-scale investment projects. Under his leadership, the hospital has received its largest budget in the past decade, which has enabled the modernization of its infrastructure and the acquisition of advanced medical equipment.
His career has been defined by his ability to adapt in times of crisis, his effective coordination skills, and his strong focus on the quality of medical care.
Prof. Dr. Diana Loreta Păun is Vice Dean of the “Carol Davila” University of Medicine and Pharmacy in Bucharest. An experienced endocrinologist and a leader in the field of healthcare, she is dedicated to promoting medical education and shaping the future of healthcare in Romania. Her professional career includes extensive experience in academia, clinical practice, and policy, with a focus on improving healthcare systems.
Dr. Alida Moise is the General Director of the “Prof. Dr. Dimitrie Gerota” Emergency Hospital in Bucharest and a senior physician in Anesthesiology and Intensive Care (ICU), holding a Ph.D. in medical sciences. With over two decades of experience in intensive care and pain management, she combines medical expertise with strong healthcare management skills.
Since 2020, he has been leading one of Romania’s leading emergency hospitals, overseeing complex medical services and strategic projects aimed at improving patient care and optimizing hospital management.
Dr. Valentin-Veron Toma is a physician and anthropologist who currently heads the Department of Social and Cultural Anthropology at the Institute of Anthropology of the Romanian Academy. With a Ph.D. in Psychiatry and a master’s degree in Social Anthropology, his interdisciplinary work focuses on medical anthropology, mental health, and health systems. He has coordinated national and international research on medical tourism, health care reforms, and cultural psychiatry, and serves on the editorial boards and peer review panels of leading academic journals.

With a career spanning more than three decades in the field of secure communications and national infrastructure, General Bălan has played a key role in shaping Romania’s digital transformation. Under his leadership, STS has played a key role in developing and securing critical communications systems, including emergency services such as 112 and Ro-Alert, and the national cloud infrastructure that supports both government and judicial platforms.
General Bălan’s contribution reflects Romania’s commitment to building a coherent, standardized, and interoperable digital ecosystem— one that empowers both institutions and citizens through technology.
Avi Tsur – Medical Director of ARC.
Dr. Avi Tsur, M.D., is Director of Obstetrics and Gynecology at Sheba Beyond, Medical Director of ARC, and Founder and Director of the Sheba ARC Center for Women’s Health Innovation, an innovative collaborative center focused on transforming women’s healthcare through artificial intelligence, telemedicine, and precision medicine. He completed his clinical training at Hadassah Medical School, Sheba Medical Center, and Stanford University.

With over 15 years of extensive experience in entrepreneurship and investing, Soyoung has invested in more than 20 life sciences startups and has helped facilitate the exits of three companies through acquisitions with cash return multiples of 3–5x. Soyoung holds a Master of Business Administration from the Fuqua School of Business at Duke University.
Dr. Shai Melcer, head of the National Bioconvergence Program, is a scientist, entrepreneur, and educator who leads the National Bioconvergence Program at the Israel Innovation Authority. With over 15 years of experience and an entrepreneurial spirit in the biomedical ecosystem, Shai Melcer has collaborated with various entities such as the Hebrew University, Hadassah Medical Center, IBM, and the Jerusalem Development Authority (Bio-Jerusalem). He has also worked with hundreds of biomedical companies in Israel and around the world in the fields of pharmaceuticals and biotechnology, medical devices, and digital health, many of which operate in the bioconvergence sector.
Ari Strasberg is a healthcare executive with nearly 20 years of global experience in strategy, operations, and leadership in the pharmaceutical, biotechnology, and nonprofit sectors.
As CEO of 8400 The Health Network, he promotes cross-sector collaboration to strengthen Israel’s health innovation ecosystem. Ari’s experience includes roles at Start-Up Nation Central, Baseline Vision, and Israel Tennis Centers, alongside a career in healthcare consulting for leading global life sciences companies. He holds an MBA from Cornell and a bachelor’s degree from the University of Washington.
Dr. Nemerenco is an experienced physician and leader in the field of public health, with a career dedicated to the development of health systems and public health policies. He currently serves as Minister of Health, a position he has held since 2019. His extensive experience also includes serving as health advisor to the President of the Republic of Moldova and as a consultant for international organizations such as the World Health Organization and the World Bank.
Throughout her career, Dr. Nemerenco has been a staunch advocate for primary care reform, digital health integration, and equitable access to healthcare services. Her leadership during the COVID-19 pandemic was marked by decisive action and a firm commitment to vaccination and public health resilience.
With a distinguished career in academic medicine and healthcare leadership, Dr. David Reich currently serves as Chief Medical Officer of the Mount Sinai Health System, where he leads initiatives to improve clinical quality, safety, and innovation. He is also President of both Mount Sinai Hospital and Mount Sinai Queens Hospital. A renowned anesthesiologist and cardiac researcher, Dr. Reich is the author of over 200 publications and has played a key role in advancing digital innovation in healthcare delivery, including AI-based clinical decision-making tools. He is recognized for his leadership in innovation, patient safety, and the pandemic response.
Dr. KaT Zarychta is an expert in healthcare innovation with over 20 years of global experience in the fields of medtech, biotechnology, and digital health. She holds a Ph.D. in laser physics and has completed executive education programs at Harvard Business School and Harvard Medical School. As an advisor to the European Commission and other innovation bodies, she has evaluated over 600 projects and supports venture capital firms and startups with strategy and commercialization. Her work spans Europe, Asia-Pacific, and the Middle East, combining deep technical expertise with a strong business acumen. Dr. Zarychta is also a multilingual coach, mentor, entrepreneur, and advocate for patient-centered innovation.

Prof. Avi Schroeder is a professor of Chemical Engineering at the Technion – Israel Institute of Technology, where he heads the Laboratory for Targeted Drug Delivery Systems and Personalized Medicine Technologies. His research focuses on nanotechnology applied to medicine, developing smart drug delivery systems that can precisely identify and treat diseased cells, reducing side effects and maximizing treatment efficacy.
He is the author of over 100 scientific articles and holds dozens of patents in the fields of personalized therapy and nanomedicine. Prof. Schroeder serves on several international scientific advisory boards and has founded startups based on his research, which have a direct impact on the treatment of cancer, inflammatory diseases, and infections. His mission is to transform scientific discoveries into concrete clinical solutions that deliver real benefits to patients worldwide.
Robert S. Langer is a professor at the Massachusetts Institute of Technology (MIT), holding the title of David H. Koch Institute Professor—the highest academic distinction awarded by MIT. He is considered one of the pioneers of biomedical engineering, with essential contributions to the development of controlled-release drug delivery systems and tissue engineering. His laboratory at MIT is the largest academic biomedical engineering laboratory in the world, bringing together over 100 researchers.
Throughout his career, Dr. Langer has published over 1,600 scientific articles and holds more than 1,500 issued or pending patents, licensed to over 400 companies in the pharmaceutical, biotechnology, and medical device sectors. He is a co-founder of Moderna. He has been honored with over 220 major awards, including the National Medal of Science (2006) and the National Medal of Technology and Innovation (2011), making him one of the few scientists to have received both distinctions.
Caroline has been the head of the WHO Country Office in Romania since August 2022. Previously, she led the WHO Office in Kazakhstan and managed WHO emergency operations in Ukraine. As WHO Regional Advisor for Emergency Response and Operations, Caroline supported 14 countries and territories in the Middle East region in responding to health emergencies, including in Iraq, Yemen, Syria, Libya, and Somalia. With a decade of experience at the International Committee of the Red Cross, she assisted conflict-affected populations by coordinating large-scale relief operations in Africa, Asia, and the Middle East.
While working for the Swiss Federal Office of Public Health, Caroline was responsible for the national strategy on rare diseases and served as the country’s delegate to the WHO. She holds a Ph.D. in Biomedical Ethics and Law, as well as master’s degrees in Public Health and Human Rights. She teaches biomedical ethics and humanitarian ethics at the Massachusetts Institute of Technology (MIT) in Boston, the London School of Hygiene and Tropical Medicine, King’s College London, and the University of Zurich.
Moshe Dunie is an American-Israeli executive and investor, known for his leadership roles at Microsoft between 1988 and 1999, culminating in the position of Vice President of the Windows Division. During this period, he was responsible for the releases of Windows NT 3.1, NT 3.5, NT 3.51, and NT 4.0, working alongside Dave Cutler. Later, as Vice President of the Windows Operating Systems Division, he led the teams that delivered Windows 98 and brought Windows 2000 to the final beta stage. Currently, Moshe Dunie is CEO and founder of Dunie Investments & Consulting and a member of the Board of Governors of the Technion Institute of Technology in Israel.
Adrian Victor Vevera is the Director General of the National Institute for Research and Development in Informatics (ICI Bucharest), where he oversees research and development activities in the field of information and communications technology. He also serves as Chairman of the institute’s Board of Directors.
With extensive experience in cybersecurity and the protection of critical infrastructure, Adrian Victor Vevera was elected vice president of the International Council for Information Technology in Government Administration (ICA) in September 2023, reflecting international recognition of his contributions in the field.
Dr. Alexandru Scafa-Udriște is an associate professor at the “Carol Davila” University of Medicine and Pharmacy in Bucharest, in the Department of Cardiothoracic Pathology.
He also serves as Director of the university’s Center for Innovation and Research, overseeing research and development activities in the medical field.
With extensive experience in cardiology, Dr. Scafa-Udriște has made significant contributions to the field, publishing numerous articles and studies in international journals. His areas of interest include cardiac resynchronization therapy and left atrial remodeling, as well as the management of resistant hypertension.
He is also actively involved in teaching and mentoring, training future generations of medical professionals.
Vasile Ruscovan is the CEO of Kapamed International, a Cluj-based company specializing in the provision of products and integrated solutions for medical logistics. With extensive experience in the healthcare sector, he advocates for the implementation of advanced technologies in Romanian hospitals, emphasizing the importance of smart medical logistics for improving hospital infrastructure and the quality of medical care.
George Haber is a Romanian-American entrepreneur from Oradea, known for his significant contributions to the technology industry in Silicon Valley. He emigrated to Israel after high school and studied at the Technion Institute of Technology in Haifa. He later moved to the United States, where he founded and led several successful technology companies.
George Haber is currently the founder and CEO of ZenAiOS, an innovative platform that integrates artificial intelligence into the healthcare sector. ZenAiOS collaborates with hospitals, including the Oradea County Hospital, to implement AI solutions designed to improve the efficiency and quality of healthcare services.
Mihnea Costoiu – Rector of the Polytechnic University of Bucharest.
Mr. Costoiu is a prominent figure in higher education and public administration in Romania, with a career spanning more than two decades in academic leadership, research policy, and international cooperation. As rector since 2012, he has led one of the most prestigious technical universities in Eastern Europe, promoting innovation, interdisciplinary research, and strategic partnerships.
His experience includes serving as Minister Delegate for Higher Education, Scientific Research, and Technological Development, as well as Secretary of State in the Ministry of Education. He has coordinated numerous national and international research projects, contributing to the advancement of science and technology in Romania.
Iulian Alecu is a Romanian cybersecurity specialist with over 13 years of experience in the field. He served as Deputy Director General of the National Cybersecurity Directorate (DNSC) from 2021 to 2022, having previously served as Deputy Director General of CERT-RO from 2018 to 2021. During Romania’s presidency of the Council of the European Union, he served as Chair of the NIS Cooperation Group at the European Commission.
Iulian Alecu currently serves as a Strategic Business Developer at Safetech Innovations S.A., where he contributes to the development of cybersecurity solutions and ensures compliance with relevant European directives.
He is also involved in educational activities as a member of the CyberLearning Academy team.
Dr. Irit Idan served as Executive Vice President of Research and Development (R&D) at Rafael Advanced Defense Systems, one of Israel’s leading defense technology companies. With over 27 years of experience at Rafael, she played a key role in the development of advanced defense technologies, including AI systems such as Iron Dome and Windbreaker.
Dr. Idan currently serves as an investment advisor for SoftBank Investment Advisers, supporting technology investments in Israel. She holds a Ph.D. in astrophysics from the Technion – Israel Institute of Technology and was recognized for her contributions to aerospace science with the Amelia Earhart Fellowship awarded by Zonta International.
Mihai Matei serves as Vice President of the Concordia Employers’ Confederation and is a member of the board of the Employers’ Association of the Software and Services Industry (ANIS). With a degree in Automation and Computer Science from the Polytechnic University of Bucharest, he founded Essensys Software in 2005, where he serves as CEO. With over two decades of experience in IT, he initiated the first national guide for public software procurement and is civically engaged through Geeks for Democracy, coordinating the Democracy Fund and other civic initiatives.
Prof. Cotoi is a respected specialist in medicine and pathological anatomy, with extensive academic and professional experience. He is a professor at the “George Emil Palade” University of Medicine, Pharmacy, Science, and Technology in Târgu Mureș (UMFST), where he has made significant contributions to medical research and education. Throughout his career, he has published numerous works in his field of expertise and has actively participated in national and international research projects. In his clinical and academic work, Prof. Cotoi stands out for his commitment to developing and promoting modern medical standards.
Dr. Șerban Drăgoșloveanu is an assistant professor at the “Carol Davila” University of Medicine and Pharmacy in Bucharest and the director of Foișor Hospital in Bucharest, with a career focused on research and medical practice. His work includes numerous publications and participation in research projects, contributing to the development of innovations in the medical field.
Actively involved in education and the implementation of modern standards of care, Dr. Drăgoșloveanu dedicates his efforts both to training new generations of doctors and to improving the medical services offered to patients.
Dr. Ionuț Nistor is a distinguished consultant in nephrology, a researcher, and an associate professor at the Faculty of Medicine, University of Medicine and Pharmacy (UMF) Iași, where he currently serves as associate dean. His expertise spans clinical nephrology, dialysis, and research methodology, and he plays a key role at the “Dr. C. I. Parhon” University Hospital, managing complex dialysis treatments for patients with acute and chronic kidney disease.
Dr. Nistor’s contributions to the field of nephrology extend to research and academia, where he has developed 26 clinical practice guidelines, drawing on his experience as an ERA/ERBP fellow and a member of the ERBP methods support team. His commitment to evidence-based medicine is reflected in his doctoral research at Ghent University, Belgium, where he focused on developing guidelines for patients with multimorbidity. In addition, his training at the Cochrane Renal Centre in Sydney formed the basis for his extensive work in the field of systematic reviews, including contributions to the Cochrane Centre in Romania, which has been an affiliated centre since 2020.
With over 121 scientific articles published, Dr. Nistor is a prominent figure in Romania’s nephrology community and is actively involved in national and international conferences. His innovative work includes leading the MAVIS Center for Innovation and Technology Transfer at UMF Iași, promoting advances in artificial intelligence and medical technologies. Among his recent initiatives is the organization of one of the first hackathons in the field of nephrology, highlighting his forward-thinking approach to combining technology with medical science.
Claudiu Pândaru is a Romanian journalist with over 20 years of experience in the media and a passionate technology entrepreneur. He is the co-founder of Parol.app, a medtech app launched in 2021 that facilitates medical consultations using AI technology. Parol transcribes conversations between doctors and patients in real time and automates medical documentation, simplifying the administrative workload for healthcare professionals.
John Brennan brings over 30 years of diverse experience in the healthcare sector, having held positions at large and small companies, quasi-governmental organizations, and the European Commission.
John joined Medtronic in 2018, where he served as Vice President of Regulatory Affairs, Quality, and Government Affairs for the EMEA region and, more recently, led the Government Affairs team in Western Europe.
Before joining Medtronic, John held leadership roles in supporting innovation and healthcare policy at the European level in Brussels. He served as Secretary General of the European biotechnology industry association, EuropaBio, and previously as Director of Regulatory Affairs and Industrial Policy at the European medical technology industry association, MedTech Europe.
Prior to MedTech Europe, John worked as an official at the European Commission in the Medical Devices Unit, where he was responsible for medical device regulations in Europe.
Before coming to Brussels, John was a manager at the National Standards Authority of Ireland (NSAI), where he oversaw the Irish notified body. He began his career in the industry with five years of experience in in vitro diagnostics, the pharmaceutical industry, and medical devices.
John holds a Bachelor of Science degree from Dublin, Ireland, as well as postgraduate degrees in quality control and environmental engineering.
